Just like the other poster noted. There's a lock across the river right southwest of Oberland and a small sort of dam just a bit south of Covenant. WebYou can enter and clear any quest location before you have the quest. Which sounds like the way your describing the water treatment plant. Triggering the start point of the quest, typically causes the location to re-set. The "trigger" for the start of the water-treatment plant is talking to the robots at grey gardens.
